Ration cards are an official document issued by state governments in India to households that are eligible to purchase subsidized food grain from the Public Distribution System (under the National Food Security Act).
Under the National Food Security Act, all state governments in India have to identify households that are eligible for purchasing subsidized food grain from the Public Distribution System and provide them with ration cards.
Types of Assam Ration Cards
APL Card
Above Poverty Line (APL) ration cards that were issued to households living above the poverty line (as estimated by the Planning Commission). These households received 15 kilogram of food grain (based on availability).
BPL Card
Below Poverty Line is a benchmark used by the government of India to indicate economic disadvantage and to identify individuals and households in need of government assistance and aid. It is determined using various parameters which vary from state to state and within states. The present criteria are based on a survey conducted in 2002. Going into a survey due for a decade, India’s central government is undecided on criteria to identify families below poverty line.
Internationally, an income of less than $1.90 [clarification needed] per day per head of purchasing power parity is defined as extreme poverty. By this estimate, about 12.4% of Indians are extremely poor.
Income-based poverty lines consider the bare minimum income to provide basic food requirements; it does not account for other essentials such as health care and education.
AAY Card
Antyodaya- (AAY) rations cards that were issued to “poorest of poor” households. These households received 35 kilograms of food grain.
Purpose of Ration Card:-
Ration card is considered to be an essential legal document in India that used for identity and address verification. Ration card also often used as an identification proof while applying for domicile certificate, income certificate, driver’s license, PAN card, etc.

The total number of households belonging to Below Poverty Line (BPL), an economic benchmark in India stands at about 276 million (27.6 Crore) in 2012 as per the official data. These BPL households need government assistance to make their living and receive the basic lifestyle facilities such as healthcare, education & more.
The central and state governments provide these benefits through various social welfare schemes especially designed for the BPL families. At present, the selection of beneficiaries under many central government schemes launched by Narendra Modi Government in 2018 and earlier is being done from the list of BPL households in SECC-2011 data.
Some of these flagship schemes only meant for the BPL families includes Pradhan Mantri Awas Yojana (Gramin), Pradhan Mantri Ujjwala Yojana and Sahaj Bijli Har Ghar Yojana.
People belonging to BPL households are concerned about their inclusion as beneficiary under these schemes. However, this can be verified by checking their name in the BPL list from SECC-2011 data.
The complete state wise list of BPL families can be viewed on the official websites of state government departments or in SECC-2011 data available on a website developed by NIC (National Informatics Center).
How to check BPL list
There are 2 methods one can check their name in the BPL list as mentioned below.
1. On the basis of inclusion and exclusion in NREGA Scheme
Only BPL households are included in this scheme, hence the BPL list can be checked by looking at the list of NAREGA beneficiaries at its official website.
2. All India BPL List All India BPL List
Here candidates can select the “State”, “District”, “Tehsil / Taluk” and “Gram Panchayat”.
Next list type is to be selected either it is Auto Inclusion / Deprivation or Auto Exclusion or others along with the number of rows to get displayed and then click the “Submit” button.
Afterwards, the complete BPL List with name, gender, age, category, father’s name, total members, deprivation code and count will appear ON : ALL INDIA BPL LIST. Finally, candidates can manually search their name in the Gram Panchayat
In case any person belonging to BPL category and is able to locate his name then person is eligible to avail benefits of various govt. schemes. In case any person finds multiple entries having the same name, match it with the address, name of parents and other details.

The application for obtaining a ration card should be made to the FCS & CA authority of the District/Sub-Division(C).

BPL is only for those persons whose basic requirements are not completed. It provided grains, spices etc to them for their survival.
